| 値 | 社会の変化と共に、学校ではいじめ重大事態や暴力行為の発生件数、不登校児童生徒数が増加している。また、社会全体では自殺者数が減少しているにもかかわらず児童生徒の自殺者数は増加している。このように児童生徒の抱える問題はますます多様化し、教師が取り組む生徒指導上の課題は深刻化するとともに指導対象も多岐にわたるものとなっている。現在、生徒指導提要（2010）が作成されて10 年以上が経過する中で、「いじめ防止対策推進法」や「義務教育の段階における普通教育に相当する教育の機会の確保等に関する法律」等が成立・施行されるなど、学校教育を取り巻く社会状況は大きく変化している。これからの学校には、スクールカウンセラーやスクールソーシャルワーカーなどの配置された専門家を適切に活用することで「チームとしての学校」を具現化していくために、組織的な指導体制を構築していくことが求められている。本論文では、文部科学省（2017）「児童生徒の教育相談の充実について～学校の教育力を高める組織的な教育相談体制づくり～」及び2021 年度にすすめられている生徒指導提要改訂の動向を視座におきながら、生徒指導が抱えている問題を整理し、生徒指導の先進的な取組をしている自治体の実践事例を検討していく。また、教育相談コーディネーターを核とした「育てる教育相談」活動が生徒指導体制を築いていくうえで「積極的生徒指導」として必要であることを明らかにしていく。 | |||||||||||||||||

| 値 | As society changes, the number of incidents of serious bullying and violent acts, as well as the number of children who do not attend school, are increasing in schools. In addition, the number of suicides among children is increasing, in spite of the number of suicides is decreasing in society as a whole. The problems faced by students are becoming more and more diverse, and the issues, that teachers have to tackle in student guidance, are becoming more and more serious, and the subjects of guidance are becoming more and more diverse. This paper summarizes the problems faced by student guidance and examines the practices of local governments that are making advanced efforts in student guidance, taking into consideration the Ministry of Education, Culture, Sports, Science and Technology's （MEXT）（2017） "Enhancing Educational Counseling for Students: Creating a Systematic Educational Counseling System to Enhance the Educational Capability of Schools", and also referring the revision of the student guidance manual that is being recommended in 2021. We will clarify that "Nurturing Educational Consultation" activities with educational consultation coordinators at the core are necessary as active student guidance in order to build a student guidance system. | |||||||||||||||||
